I was referring to the Congress that was going to vote on it. I should have added that most in Congress would be intellectually unable to understand what the bill means and most would rely on unelected staff to tell them. That is assuming their unelected staff understood it.

In a conversation with my congressman he told me he hadn't read the bill and admitted he would not be able to understand it without the assistance of staff. Nevertheless he was a strong supporter. Amazing what these idiots will say.
