perhaps the pay level for those people is also very low and what you get is lower care for the most part.

Back when I was an active fed I used to scan the job listings regularly. Half of the listings were always VA jobs, low-graded jobs in out of the way places, continuously vacant. Ya gotta wonder about quality of care under those circumstances.

Also a per cent of people in ma. still refuse to pay for health coverage and ma....

I see that they've enrolled fewer than half of the low estimate of the uninsured and half of those who have enrolled have signed up for Medicaid, which they could have done anyway. Much ado and cost for not much progress.

Can you imagine the law enforcement bureaucracy required to track down all those in the US who don't sign up? Makes finding and deporting illegal immigrants look like a walk in the park.
