That's a pretty silly statement.

Welfare recipients don't tell you how much you have to give them, the government tells you how much you have to give it, and than passes some of it on to the welfare recipients.

As for the drug companies they are giving you something for money. You can choose to accept the terms or reject them. Unlike the case of welfare you aren't being forced in to the deal.

Tim, Medicare is probably the Biggest Drug Buying Entity in the World, yet they CAN'T negotiate drug prices the way the Canadian Government can???

Monopsony buying and/or price controls and/or political pressure and threats to compel lower prices, aren't "negotiating" in the normal sense of the word.
