Perhaps I've underanalyzed this parable. I've always taken the application to be individual. First principle: Faith. He tells his disciples that if they ask and do not doubt ...

Of course it is followed shortly with the Vineyard parable -- directly applicable to God's disappointment with Israel and Israel's rejection of Christ which Jesus had just experienced earlier in the chapter.

Agree there is probably deeper meaning.

Could it be connected to this verse:

43"Therefore I tell you that the kingdom of God will be taken away from you and given to a people who will
produce its fruit. ?

This would tend to yield a more direct interpretation, no?
