There is just no way you can make a statement like that and know it to be fact.

At the very best you can say, "He MAY not be for it"; and even that much is doubtful.

He was for it before he began running for office, but he has flip-flopped, moderated, then gone back to extreme on so many issues you simply cannot "know" that.

Taken in combination with his remarks, the evidence is overwhelming that he IS after SGP and he just sees a government option as the fastest way to get there. Since the government option appears to be a non-starter, he is now willing to accept a co-op as the next best choice -- which, if not structured properly, could surely do so.
