He can't return the rest of the money on his spending program... I just had a record month last month. Too bad that the plan was so poorly thought out and it did not generate the jobs it could have. Highway paving creates more jobs than bridge decks. Water work would have brought back water crews that were not called back at all...they spent a lot of money but did not reach goals and people are out of work because of it...too bad.
