If a reform bill reaches the floor, and every Democrat in the chamber agrees that the legislation should get an up-or-down vote, reform with a public option needs 50, not 60, votes.

Were the Ds to try to use reconciliation for this legislation it is almost assured to create a fight they don't want to have.

The Rs will destroy them at the polls, and I would not be surprised if some R politicians would run (and get reelected) on a platform of repealing whatever legislation was passed.

Most of the American people do not want this legislation. While the Ds may be able to force it through on a procedural vote, they are going to pay in a very big way at the polls. And they'll know it when they cast the vote.
