High responsiveness doesn't always lead to good care. Plenty of folks without and with insurance walk in to the er and get triaged quickly and to a short term solution to some longer term problem.

All in all high responsiveness is a mixed blessing, and as you point out, an expensive way to deliver care.

Still, after stripping out the WHO variables you don't like we're left with 24th in terms of just plain health!

Our ROI is complete shit and if we were running a business in health outcomes, the current model would be held up as an example of inefficiency, misallocation of resources, and redundant bureaucracies.
