I think that you are mistaken. It's about "better" medical care by means of power and control of everyone's life because centralized control is what works best. The former is the objective; the latter is the means. While I don't believe there is any conspiracy or malicious intent, the Left has an inherent belief that peoples' lives should be controlled by government in minute detail.
