The origin of some of this research was by trauma surgeons who recognized that trauma outcomes would not be improved by further funding or improved trama protocols. Further gains in health would be found only through accident prevention.

Perhaps it's just your phrasing but that doesn't suggest to me that trauma surgeons consider accident prevention the purview of the health care system. It suggest that they've done about all they can within the health care system and the only thing that would improve outcomes more is for cars to stop hitting things.
