He really had no choice but to duck and smile at the shoe throwing guy. How do you think he would have done with 50 people trying to shout down everything he said? Probably the ONLY time we really got to see Bush in a stressfull situation that would have required "character" was him sitting in that classroom having just been told the "Country was under Attack" after a SECOND skyscraper had been brought down. His only response was to just sit there like a "deer in the headlights" for several minutes. If a Democratic President had reacted like that I seriously doubt you'd be "extolling" his character.
