I don't think it is silly.

Let's just FORGET welfare. Let's look at it as just the drug companies dealing with a Major buyer.

If I was going to be buying Billions in drugs I'd say, "Look, we can come to an agreement for a lower cost and assure you that we will continue buying the drug from you after your patent runs out or we can pay what you want now and as soon as you lose your patent we will be SURE to go to another cheaper supplier when your patent runs out".

You don't think the drug companies would respond favorably to a deal like that?

That's NOT price controls, it's just GOOD business.
