i think the issue is that no one dares to invest great amounts in the mines unless and until the price floor indeed becomes a price floor, else the lead supplier can wobble the market and use such wobbles to aggregate newly developed and bankrupted resources, again and again, in the name of free market, until last man standing

recommendation: do not invest in rare earth plays, because it could bury the investor in not so rare earth

the game may not be to push prices high. the game could be to encourage users to relocate manufacturing plants.
