Children who live near Wugang Manganese Smelting Plant have their blood samples taken to examine the lead levels in their blood at a hospital in Wugang, Hunan province August 20, 2009. Authorities in Hunan Province have shut down the smelter and detained two of its executives after more than 1,300 local children were suspected to have lead poisoning, the second such scandal in the country within a month, Xinhua News Agency reported.
