Under the Constitution, the Congress declares war as it did in the case of Iraq and Afghanistan by authorizing resolution....supported in a very bipartisan fashion... An "authorization" isn't declaring war... it's Congress wimping out on it's constitutional responsibility. Opposite of what the Fathers intended. The majority of Congressional Dems voted against the war... it was a Republican war.
