I'll let you field these in the future. It is better to have intelligent answers than my bumbling attempts to address the issues.

I will say that the nature of VA budgeting causes odd misallocation of resources. A VA hospital near me spent over a million dollars on new equipment and remodeling only to have that department closed less than a year later. One has to ask if the decision to close it was done without knowledge of the impending expenditure, or visa versa.
