EXIMBANK, to help US firms, provided a credit line to for PBR to buy American stuff to explore and produce oil.

No one ever doled USD as you imply.

Brazil is helping the American companies buying their stuff. US is helping PBR oil effort. All that is aplin and simple commercial operation.

The money never even leave the US. It is just going straight to the cashier of the American compnaies that produce the goods and services.

And by the way we pay everything back always, principla and interest. It may take time or may be difficult but Brazil pays.

And we have collateral. Once one have collateral, anyone offer credit.
