Oh, they're going to pass SOMETHING.

It may not improve anything, and in fact, may make matters very much worse, but they're going to pass something.

It is about politics. If he doesn't sign a bill, he'll be perceived to have failed on the biggest single item on his domestic agenda.

There will be a "health care bill".
