Well we now have astronomical deficits, part of which was due to Obama increasing the federal budget by a whopping 16%. He did? How much of that was under Bush? When do you think taxes ought to be raised in order to cover for it? March, 2003. When it's politically convenient to do so? Never. It takes guts to raise taxes to cover expenses. Lowering taxes takes no courage at all.
