If a very junior GI has a family, and is the sole income to support that family, then it would be rather difficult (despite the housing allowance and the other benefits which are far above most other low level jobs).

But soldiers, at least good soldiers, don't stay an E1 or E2 for very long, and its not like most other entry level jobs support a family very well, entry level jobs just don't pay well, the military is not special in that regard.
