While OPEC and Saudi Arabia have been accused of moving oil prices up and down to discourage alternative energy and competing marginal oil projects, with one exception about 2-3 years ago, all of China's influence on commodity prices has been monotonic and upward.

Given that rare earths are much widespread than technical knowledge and custom equipment for processing rare earths into useful products, getting the manufacturing (and the rest of the value creation chain the follows) may be the game.
