Tim, the difference between Germany and US that was cited was the difference in counting birth weight <500g, none others. I'm not going to apply Hong Kongs definitions to Germany and then do a comparison to the US. You're being quite difficult and/or having a hard time understanding the article that you posted. Alastair has already posted a much broader way to compare the same issue.
