Sure. Just as the exact same condition would apply to *any* energy producing technology (you do not site coal power plants where coal is expensive to source, nor put solar operations where the sunlight is weak, etc.)

But that has nothing to do with the cost-per-kilowatt (exclusive of subsidies)... which is, correct me if I'm wrong here, what I thought we were talking about: the true cost to produce electricity without subsidies, i.e., the 'natural economic cost'....
