Because most land in TX is privately owned. AK is a state pretty empty of people and with little privately owned land. You're treating something thats a result of geography and history as if it were an accomplishment of wise Democratic politicians. BTW wouldn't you like to develop ANWR and put even more money in the AK fund ... oh wait thats federal land ... would you, meaning the state, get anything from it?
