wonder where is the place on earth that ALL people are honest I don't know, but I can tell you for sure what monetary system they will have. It will not be a fiat system. They will have monetary units directly linked to all the wealth in that sphere of influence. No one, certainly no government, will be allowed to issue monetary units except when that pool of wealth increases. There needs to be a financial standard like standards are used in the sciences. Examples of standards are;- the triple point of water, speed of light, and permittivity of free space. There would be no room for currency speculation though. Some might find that system a bit boring -g-
