I think that chart is very misleading, based on my personal experience. Executives in my agency would have been paid double or triple what they got for the same level of responsibility in private industry.

The only time I came close to the 2000 figure shown on that chart for feds was including a 25% Cost of Living differential, without which the government would have had great difficulty recruiting for Alaska.

It was a hard pill to swallow, but the COLA does not accrue to your retirement benefits whereas locality pay does. As a consequence of that, I have the lowest pension for my grade of anybody in the federal service.
