This is what I use for screenshots/images (free):

irfanview.com

In Windows, you can Print Screen, (or Alt-Print Screen for just the active window), then Ctrl-V into irfanview. Then in Irfanview you can highlight the part of the image you want, Ctrl-X, Ctrl-V so you are working with only the desired content.

You can then resize it and save in any format.
