Federal public employee unions are constrained from striking. In my experience, they mainly serve as an ombudsman for disputes between employees and supervisors. They have little power.

Your assertion that government employees don't take a hit in down markets is also incorrect. They have protections, but in a Reduction In Force there are definitely losers. Even the winners lose by being forced to relocate.
