The problem of employer funded health insurance is a remnant of wage controls. Making it illegal would fit the above quote perfectly. Rather than outlaw it, remove the competitive advantage. For instance if there was a robust market for health insurance the employer could offer the same financial reimbursement to every employee of equal status.

When I was an insurance administrator I always hoped we could get to the size we could offer multiple plans and the same dollars of employer contribution so that people could choose the coverage they wanted. In that scenario people who want gold plated coverage pay more and people who can only afford minimal deductions get stripped down coverage.

The distortion that I think you're referring to was already ended in his #1, which eliminated employer-provided health care.

Wrong. Tax preferences are the cause of the distortion, not employer contributions. Making things illegal because you, I or John don't like them is not moral. Would it then be illegal for unions to offer insurance or insurance services?

Level playing fields are only level to the extent markets or legislation makes them so. laws always have loopholes.
