Since you want to talk about the past, Bush was given the worst economy by CLINTON. It was the policies under clinton's watch that caused the tech bubble that burst under his watch and it was the lending programs under Clinton and the democratically controlled congress that brought us the real estate bubble.

Creating bubbles is not a good idea. That's why the stimulus package may get some immediate results but will eventually end in another burst bubble and ruined economy. It is also why at a smaller level the cash for clunkers deal will screw the car companies next year. Sure they made their numbers this quarter, but by giving a brief incentive to buy vehicles all at once it caused a flood of buying that will prevent a more distributed sales curve over time.
