Ah, and an anecdote from NJ. Drivers license renewal in Jersey can be a pain. Nothing like 3 hours but a bit of a wait.

However, it turns out you can do that renewal at any DMV office in the state. And, not surprising, it moves very quickly in less populous areas. So, when that time comes around, we visit my wife's sister in Cape May Court House in south Jersey. Max of 15 to 20 minutes when there is a crowd.

I suspect the problems that bothered Michael are not government problems but bureaucracy problems. You can find the same in many private bureaucracies.
