Just because the U.S. and Chinese governments are lending PBR the money to buy well drilling equipment and services at their respective company stores, to develop Brazil's sub-salt oil and gas deposits, doesn't mean these two nations can afford to pay for all of Brazil's infrastructure projects.

Brazilians need to look to themselves for part of the solution.
