PBR has stated publicly that their goal is to provide at least 60% of their capex and personnel needs in 5 years using Brazilian equipment and people -- they are getting into the rig-building biz... their goal is to increase that steadily beyond that 5-yr. horizon.

They stick to that goal in current contract negotiations, bidding processes, etc. as we have learned (loud and clear) even in their GoM and W. Africa operations. For that reason, my company is planning to open an office in Rio and staff it with Brazilian citizens. PBR has made it clear this could make a difference between how much biz we get... as it is, they are our only client who insists on running their own proprietary software on all equipment we sell to them... this is very difficult for us to deal with, but since they insist, we comply... we've been supplying them with equipment for most of this decade... the insistence on using their software began roughly 3 years ago... they are serious about using "homegrown" stuff and people.
