No, I don't think I would agree with that....

It is possible to have a failing GNP number replaced by a rising GNP... and falling production, falling capacity utilization turned around, marking the move from 'recession' to 'recovery', and still have the rate of job addition less then the natural population growth rate.

This would mark a weak recovery, a sub-standard recovery (for the US post-war experience), but I would hesitate to call it an oxymoron.

Hopefully, (jobs also being after all classically one of the most lagging of economic indicators), long-term policies can be put in place to turn around this very harmful multi-decade trend the US has been on of ever weaker and weaker job production by our economy.
