Sounds nice, means nothing. Political bosses are not necessarily law makers, although they would of course influence the process. Corporate criminals do the same thing in the U.S., it's called lobbying, and they function as de facto political bosses. BTW, I wouldn't restrict a practical definition of criminality to include only behavior that is currently unlawful.

I personally have witnessed several instances where individual property rights were not just violated but actually converted ( stolen ) entirely within the framework of U.S. law, nice and legal. The protection of property rights by law is another thing that could be characterized as thin as piss on a rock when the subject of who gets what from who comes up.
