Add the (huge) costs of compliance with the incredibly complicated - and for most part useless - government regulations,

That is NEVER mentioned when "reform" is being discussed. And health regulations are just the tip of the iceberg. You want to boost the economy immediately? Rip up 3/4 of the Federal Regulations on the books. No one would be harmed (except the bureaucrats enforcing them) and it would goose the economy better than huge tax cut.
