Federal Regulations are written by bureaucrats interpreting the will of Congress. I don't know what the ratio of regulation to law on a line by line basis is, but there has to be more than one line of regulation for each line of law.

If the health care bill has 1000 pages, we are looking at upwards of 10,000 pages of regulation, or even more.
