in England they have a ten month wait for the maternity ward. It's interesting to me how different programs ration differently. Rationing by queue is rarely used in this country. We use different techniques. Of all the methods of rationing, I find waiting lists particularly distasteful because they are so mindless and dreary and dishonest. I'm reminded of queuing up for sausage in the Soviet Union.
