Odd use of the word, "claim." No one is "claiming" that health insurers ration. They are explaining how and why health insurers ration for the benefit of those who aren't familiar with the subject. That's no more a "claim" than stating that the Pope is Catholic. He just is. And they just do.

"Not yet" what? The question was: what makes you think that "we have good evidence governments impose rationing to a far greater extent than any insurer would or could" ? I know of no data on that nor would I think that would be the case. I would expect that rationing would be more or less the same if the potential clientele were the same, as in middle class Americans because the cultural expectations would be the same. So I asked for the basis of your opinion.
