It's not for "lower cost and better run than I'd find in the private sector."

If all businesses would do things "right," we would barely need a government involved in business. Think of toys and lead-based paint. It is for those who would cut corners or do things "wrong" that we need government involvement.

Operating for "lower" or lowest cost can result in damages that the business doesn't pay for or pays for a lot later down the road if they are caught.

Government or society can look at the long-run or the big picture while a business could operate in the short-run to society's detriment.

In monopoly situations, "better run as a business" can be harmful to an economy. Some business practices can be similar in effect to a hit and run driver, with no concern or cost for the damages or delayed damages caused long after they have taken their profit, merged, cashed out, or left the scene.
