my understanding is that china players are clawing up the ladder on the titanium chain, and if so, with its god-intended majority of galactic reserve, should be able to use same strategy for titanium as for rare earth, making the rare rarer, for the good of all human kind, doubtless, as opposed to behaving as does mean-spirited usa, on own and via cocom, and focusing so much on rockets, and other killing machines meant to perpetuate an imperial empire ;0)
