Rigged. It is SOP for an autopsy to be performed in such circumstances. Family can't just "waive" it. An exhumation, that's different.

The medical examiner, Dr Donald Mills, was satisfied that the cause of death was accidental drowning. He signed a death certificate to that effect and released Kopechne's body to her family without ordering an autopsy.[25]

Today, in any state I've ever lived in, an autopsy would absolutely be performed in such circumstances. I think the same would be true in Mass. And I would be surprised were it not the requirement then, too.

Of course, if there is a Kennedy involved, that's a different thing.
