I'm not sure that's as simple as presented. First of all, women are undertreated for heart conditions, in general and all over, not just in Britain. That women present differently is one reason. That most doctors have traditionally been men is another. It's why I, in the US, have a female cardiologist.

As for older people, declining to add four drugs may not be what it appears to those suspicious of national health care. Patients in their eighties are typically already taking a good half dozen drugs. They may already be taking something that substitutes for the four in question or conflicts with them. One of the four is aspirin, unlikely to do more good than harm in the elderly. I don't think you can reasonably infer discrimination from the fact that they aren't given all four.
