The way to deal with a bully is to expose them for what they are, they don't like having their acts seen in the light of day. In a book by a top law enforcment official, he talked about how neighborhoods have dealt with drug dealers in their midst. They shine the spotlight on them , let everyone know what they are up to. They leave. Sounds like you shined a flashlight.
