Don't forget that Saddam used mustard gas and sarin gas on the Kurds and mustard gas on the Iranians during the Iraq/Iran war killing tens of thousands on the fronts. So he did have WMDs and everyone in the region knew it.

He said himself, after he was captured, that he was more afraid of the Iranians, because of the war and the bitterness they had toward Iraq, than he was of the U.S. He thought we would do a bump and run like the Kuwati War and he was willing to lose a few thousand troops.
