People on opposite sides of an issue can each be pursuing the general welfare as they see it. Or they may be opposed to it as you say. It's not always easy to tell one from the other.

.....Not to mention that best intentions have been known to produce opposite results. Having the "heart in the right place" is not enough. It may almost be counterproductive, if it induces a person to take the wrong path.
