To me personally, I should admit, the debate is over. I am strongly against collectivist solutions.

I know what I think would work and what is being discussed ain't it. But I continue to search for competing arguments. I have an insatiable curiosity that hasn't diminished with age and have a strong need to understand how different people come to different conclusions. Despite reading commentary from a variety of sources I have yet to find an argument for the proposal that holds together.

That in itself is fascinating. How can so many people support something the design of which hasn't been modeled and thoroughly justified? Particularly something so disruptive and expensive. Boggles my mind. Ever the analyst, am I. You start by writing down your list of objectives and constraints. Then you come up with ideas to meet those objectives and thoroughly deconstruct, test, and vet them. Then you document the design until it's clear what you're proposing and the arguments for it getting you where you want to go are clear and compelling. I'm a big fan of creative destruction. I have nothing against totally upending an established system. I've done that many times in the course of my work. Sometimes incremental change is called for and sometimes reinvention is required. I'm also a big fan of proceeding thoughtfully. The more dramatic the change, the more thought required. This proposal is a sloppy mess.
