There is a lot of low-lying populated coastal land waiting for Pacific Ocean tsunamis to roll in. Auckland is not too bad, but down the east coast there are swarms of sandy flat bays and sand spits which are carpeted with houses.

Mount Maunganui
Papamoa
Whakatane
Ohope
Opotiki
Napier
Christchurch

That's about half a million people at a rough guess [Christchurch being the biggest]

Plus all the smaller places.

NZ is too new to have much history of tsunamis. Japan has been going for 2000 years.

Poverty doesn't cause crime. Envy and pride are two of the seven deadly sins and those are the proximate cause of crime. The crime is due to lack of dire consequences for all sorts of bad behaviour combined with OPM being taken to fund bludgers who have no sense of responsibility.

People in NZ are taught that OPM is their's, as of right. So cap and trade is another good way of getting OPM. Any idea which involves getting hold of OPM is ipso facto a good idea in NZ - especially if the other people are "developers", "rich pricks", "big companies", and pretty much anyone else.
