I don't think most people viewed the behavior of Bush as "fascist". They believed, rightly, that he was taking strong action to protect the country from another attack. And they were willing to have the limits pushed a bit for that benefit.

Most thinking people see Obama's actions as a power grab -- that was clearly not the case with Bush. Bush's actions were in defense of our nation while Obama's actions are an effort to grab and retain political power. Two very different things.
