I'm not sure what you're thinking here. While Volcker is credited by some with a better monetary policy, there is no doubt that Reagan's tax policy is what turned the Carter economy around.

Tax cuts can be counted on to work. Period, end of story. And frankly, deficit spending stimulus doesn't work. There is no evidence it has. We know that tax cuts are directly responsible for the economic prosperity under JFK, Reagan, and numerous other presidents.
